Political, Security, and Humanitarian Developments in the Gaza Strip During the Second Year of the War

Introduction

The Palestinian territories occupied in 1967 are witnessing — in the second year of the war that erupted on October 7, 2023 — a military and political escalation that is reshaping the regional scene and testing the balances of international power. The war has caused massive destruction, an unprecedented humanitarian crisis, and enormous human and material losses, especially in Gaza, which has come to reflect an unprecedented humanitarian tragedy, and has become an open laboratory for redefining the concepts of sovereignty, occupation, and resistance. The West Bank, meanwhile, is no longer merely a backdrop arena; it is advancing rapidly toward an explosion, under the weight of expansionist, settlement, and destructive policies that are eroding what remains of a political horizon.

The Israeli agendas — which focus on eliminating Hamas, disarming it, and reinforcing permanent control through a strategy of managed occupation — are clashing with Palestinian demands for a comprehensive political solution guaranteeing self-determination and the establishment of an independent state. Visions multiply regarding the future of governance, reconstruction, and the political settlement, while the possible scenarios grow more complicated for reasons related to Israeli strategic shifts, as the chances of reaching a ceasefire appear slim, due to Netanyahu's attempts to prolong the war to satisfy the demands of the far right, against a backdrop of weak international movement, internal Palestinian divisions, American support for Israel, and Arab action that does not rise to the scale of the catastrophe.

In this context, the need emerges for a new vision for the day after the war, one that goes beyond reconstruction to restoring standing to the Palestinian national project, and regaining popular and international trust — as reunifying institutions, securing resources, and ensuring security are not merely technical requirements, but political keys to building a new reality.

This paper will shed light on the successive political and security developments in the Gaza Strip and the West Bank in the second year of the war, amid the escalation of Israeli military operations, plans for the reoccupation of Gaza, the escalation of operations in the West Bank, political and security challenges, and regional and international interactions, along with an exploration of possible scenarios and the future of Palestinian governance amid one of the most complex chapters in the history of the conflict.
