Policy Paper: "Vocational Training and Rehabilitation Policies in the Gaza Strip and Their Role in Reducing Youth Unemployment"

Introduction:

The local labor market in the Gaza Strip is characterized by workforce growth rates that outpace the growth in labor demand, which has led to a steadily widening gap between labor supply and demand, in addition to the fact that the current political conditions play an important role in shaping the Palestinian labor market. These conditions include the Israeli occupation, restrictions on movement and access, political tensions, and the resulting economic deterioration.

The lack of investment and weak economic activity also lead to rising unemployment rates and difficulty in providing job opportunities. In addition, demographic growth plays a role in the labor market, as an increase in the number of workers leads to greater pressure on job opportunities, which increases the challenges related to youth unemployment faced by young people entering the labor market, in addition to the quantitative expansion of educational institutions and their outputs, which are no longer compatible with the labor market.

Hence the importance of the education and vocational training sector emerges, as it has a positive effect on unemployment rates among Palestinian youth, being an opportunity to develop the skills required for youth to enter the labor market, enabling them to acquire the technical, craft, and vocational skills that qualify them to work in specific sectors such as technology, construction, agriculture, services, and others.

Despite the role played by the vocational education sector in meeting the needs of the local labor market, there are many indicators confirming that this sector, in its current state and within its currently available capacities, faces many challenges and problems that have prevented its development and hindered its role, which requires further efforts to work on developing and supporting it with the necessary means. The problem of this paper lies in addressing the reality of vocational rehabilitation and training and the educational policies that contribute to reducing youth unemployment in Palestinian society, amid the weakness of the local labor market and its inability to absorb the huge number of graduates.
